Roof Management Plans

Roof repair and replacement can be major financial expenditures. Neglect of roof coverings can increase the likelihood of wind and hail damage, lead to premature failure and replacement and accelerate the development of leaks that can lead to mold and indoor air quality issues.  What should be included in a Roof Management Plan (Insurance Carriers Love to See These) 

How should your district be prepared?
First, Condition Reviews - While using safe practices, qualified individuals should inspect and monitor all roofs at least twice a year.  This should include any damaged areas, flashing and metal attachments and roof drains.  All inspections should be documented with date and conditions taking pictures as necessary.
Second, Plans & Budgets - Plans and budgets should be developed that include timelines and projected costs for roof maintenance, repair and replacement.  Trying to repair or replace multiple roofs in the same fiscal year can add large expenses at one time.
Third, Timely Response - Procedures should be established on how to respond to leaks in a quick and efficient manner.  A directory of names and numbers of qualified contractors (with insurance certificates on file) should be accumulated and accessible.  After hour contact information is essential.
Fourth, Documentation - A record of all maintenance, repairs and replacements should be maintained to include:

  • Name of Contractor performing work

  • Description of Work Performed

  • Date of Work Performed

  • Copies of Warranties

  • Certificate of Insurance from each Contractor
Well-designed roof management plan will help minimize long-term costs and extend the life of the roof!

The headlines unfortunately seem to be an annual event.  Coach and students injured in accident.  Often, there is a second vehicle involved.  Each time we load a student on a bus, or a student athlete gets in a van there is the potential for a life altering event.
To help lower the risk of a potential accident, school districts should be following a set driver qualification standard.
Each driver, from school bus drivers to maintenance engineers to activity sponsor that could possibly be driving a school district vehicle should meet established minimum requirements.  Additionally, a motor vehicle record (MVR) review for all drivers should take place at least annually and require all district drivers to inform the proper district authority of any changes to driving status.  Those changes should include accidents, moving violations and suspension.
Documenting annual policy reviews with staff, reviewing MVR’s on an annual basis, and reviewing best practice policies help to lessen the possibility of unfortunate accidents.
Visit with your insurance agent about platforms they have available to districts to maintain documentation.  Insurance Carriers may also have partnerships with driving monitor programs that provide alerts any time a listed driver receives a violation if it occurs in a personal vehicle during nonworking hours.
Make sure your students are in the care of the safest and most qualified drivers by establishing a driver qualification standard.
