  1.     A partner facing website that shows the parties involved in this project, their information, their expectations, proposals, scope of project, and  containing the ability to edit, encrypt, and add to their information.
  2.     Includes features that foster and enable proposal & contract building, e-signatures, progress reports, tasking, timelines, invoicing, timed release of funds, or per-component release of funds.
