{first_name}, thanks for taking the time to speak with me the other day, my apologies for my rambling... but it was fun.
It's just that there's so much available here with so little ground work needed, or rather that the groundwork has been already done.
The following is a better descriptor of how we can work together:

What's being offered...

and how does it enhance {company}

On the simplest level, (cuttin to the chase), Professional Exchange Associates can quickly provide {company} with:

A customized programmable wireless interface at Twilio.

That includes data metering, customizable pricing plans, Automated payment gateway which serves the provider the data needed to bill the client. Sim card and data costs are now competitive enough to run as a commercial service, which hasn't been the case until very recently (like $3.75 per 250 m.b.)

    Uniquely branded sim cards

Integrated into your customized Twilio interface.

Sim enabled networking devices

Including a choice of wireless or usb modems, or smart phones/tablets, that run on data only, at a fraction of the retail cost of like hardware.

IOS, Android and Windows mobile apps

These would integrate to {company}'s data bases, enabling calls, texts, emails, tracking and reporting all through {company}. Would be brandable, downloadable from the app stores, customizable, with responsiveness for Phone, tablet, or workstation.

We will also provide access/ownership to our app creation api's

Bearing in mind, our interfaces are quick to learn with mostly drag and drop functionality, making customizing, editing and improving apps fairly simple.

Perhaps most important; If we work together to do this, we will be introducing a ground-breaking paradigm, probably first out the gate with this kind of service.
Twilio has kept this under wraps, but are moving rapidly toward a public release, as evidenced by the recent additions to the functionality of their system, which surprisingly enable; building and enabling voice and sms channels into their back-end, (a recent change to their earlier focus solely on data for IOT).

It's pretty evident, that communication programmers will be moving massively in this direction. There will likely be an injection of hundreds of new services... Which is why my instinct tells me; that now and not later, is the time to be first to market and be on the leading edge of the trend.

{first_name} I'm pretty sure that every thing I have just proposed is right on the cusp, as if the stars were aligning, the tools are now in place for this development to happen rapidly in a big way, like with almost no delay... provided we can exert a concentration on it, with a few experienced hands. I'm willing to be one of those hands. I hope you're feeling similarly.

What's required to make this thing go?

I Don't see this as requiring
a big disruption to normal business...

What I propose is; Professional Exchange Associates and a trusted programmer of your choice, who knows {company}'s systems, starts a working group and builds the infrastructure. When we have developed and tested a first run system, we can then create the sales materials needed to reach out to a select group of businesses.

Roll out #1
The first-run appeal could be to existing {company} users or other business's, to add wireless broadband capability, or in other words, unique mobile networks to do two things: firstly provide for their own business cellular needs(including remote access to all {company}'s functions natively or via the mobile app), and secondly to offer this mobile connectivity to 'members' on a metered fee basis, thus adding another profit center.
    This scenario, sort of sets
{company} managers up as phone exchanges, selling to members their own self contained hybrid business communications as well as wireless broadband and their own unique mobile phone system (that's what the industry calls 'triple play').

Another consideration needed is we should offer these services under a new brand, considering that we are making the "members" modules more independent from the controls and monitoring of "managers"?. Therefore it might make sense to in this way, maintain a few degrees of separation from the existing {company} line.

Now, I personally believe we can accomplish this first level with fairly minimal tweaking of the system, in fact, we can have this up and running nominally in a couple of months.
The Next Iteration
The second appeal, or if you will, the up-sell, could be tailored to the idea of replicating our white-label system, in other words, along with being a VIP customer with {company}, we would white-label the wireless system, so that they can also become distributors of unique mobile networks, offering prospective managers, custom mobile plans and accessories, containing the top-drawer business functions native to {company}.

So herein lies the sleeping-giant potentialities; that we are in effect offering a migration rout to prospects, be they a businesses needing these breakout opportunities, or a telecom buff or enthusiast, we are enabling the small fish to swim in the ocean with the major providers!

The automatic suggestion is; what then keeps the small fish safe? I'll just say; IOT, the exploding paradigm of a ubiquitous IPV6, and the firewall constituted by the emergence of Twilio into this same market.

Anyway this further development might require more planning and testing, however, if you consider it, there's no reason why this couldn't be sold via a group funding purchase to existing owners, sort of like last winter's sales page upgrade, or the possibility exists to go out to the group funding sites.
What About The Money
Let me proffer a few thoughts and observations on the structure; Having erected a couple of technology limited partnerships in the past, one of these entities would appear to rise to the occasion as possibly suitable.

They are an effective way of quantifying the contributions of the various partners, and consequently, of setting forth ownership shares. In turn, a partner's ownership shares would have direct bearing on their compensation structure, that is, once the entity reached the point of profitability.

Contributions are typically of many types i.e; staff labor, project development, infrastructure sourcing, access to existing infrastructure/software platforms, member option pools, partner funding, investor money, etc.

The implications here are that huge sums of cash aren't necessarily required in the formation and development of the partnership.

I hope that the sense of the importance of a tentative partnership is shared by you. There might not be a similar pairing of skills and motivations anywhere else out there.

    The closest industry player
that I know of, to what we're proposing, is the Steven Stokols (founder of Skype) owned, Freedom Pop. which offered probably the lowest cost of connectivity. In talks with his lead product developer, they clearly would like to add business functionality and also to add a windows capable app and hardware to their offerings. These are both areas where a startup that offers what we are proposing could be of value to the market. I think, however, that is only a possible future discussion though, since on the table now is the merging of great software and great Ideas to accomplish great ends.

    So
{first_name}, how does this proposal strike you, shall we talk further?
I'll drop you a voicemail or two, talk soon.
Best to you,
Mark Bender

P.S. There is an interesting paper on a network topology of the future which I have identified, and include as an attachment, for your review and comment.
